Russia's Commitment to Ethical AI

Russia is making significant advancements in the field of ethical artificial intelligence (AI), solidifying its position as a global leader in responsible AI development. Deputy Prime Minister Dmitry Chernyshenko announced at the Data Fusion 2024 conference that over 360 Russian organizations and government institutions have joined the Code of Ethics for AI.

This Code of Ethics serves as a guiding framework for the responsible use of AI systems. It not only ensures that AI technologies are developed and utilized in an ethical manner but also emphasizes the protection of individual rights and privacy. By committing to adhering to this code, organizations and public authorities in Russia are demonstrating their commitment to responsible AI practices.

But it doesn’t stop there. Last month, ten Russian companies and universities went a step further by signing a declaration on the responsible development and use of generative AI. This declaration focuses on the responsible use of AI algorithms that generate content, such as text or images, and emphasizes the importance of ensuring that these algorithms are used in a manner that aligns with ethical considerations.

Russia’s dedication to the responsible development and use of AI is also reflected in its effort to establish AI standards. The country has developed more than 100 national and 19 international AI standards, covering various aspects of AI technology. These standards serve as guidelines for developers and users, promoting the safe and ethical implementation of AI systems.

Furthermore, Russia has demonstrated its commitment to addressing the legal and regulatory challenges posed by AI. The country has approved 13 experimental legal frameworks for the operation of unmanned aircraft systems, driverless vehicles, and the health sector. This proactive approach to regulation ensures that AI technologies are integrated into society in a way that minimizes risks and maximizes benefits.

Deputy Prime Minister Chernyshenko also highlighted Russia’s plans for the future. The government aims to streamline the process for companies to participate in the electronic legal regime, making it easier for them to comply with AI-related regulations. Additionally, efforts will be made to establish liability frameworks that hold companies accountable for any damages caused by the testing and use of AI technologies.

In the rapidly evolving world of AI, Russia’s commitment to ethical practices and responsible development sets a commendable example for other nations.
