Chinese Premier Calls for Global Cooperation in AI Development

Chinese Premier Li Qiang emphasized the need for global cooperation and an open mindset in the development of artificial intelligence (AI) during his speech at the World AI Conference (WAIC) in Shanghai. As China and the US engage in a competitive race in the AI field, Li called for collaboration rather than rivalry.

China has been making significant strides in catching up with US tech companies, particularly in the area of generative AI. In fact, the UN declared that Beijing was the top filer of generative AI patents globally. However, this has led to concerns from other countries, especially the US, regarding the potential use of Chinese technology for espionage operations.

In response to these concerns, the US has revoked licenses for chip exports after Chinese tech giant Huawei unveiled a computer powered by Intel AI technology. Premier Li acknowledged these concerns and urged countries to adopt a more open mindset and promote international cooperation on AI.

Li highlighted that each country possesses its own advantages in AI technology, data, and market, and therefore, collaboration and joining forces is key. He stated, “Each country has its own advantages in its AI technology, data, and market, so we should engage in mutual cooperation and join forces.”

During the conference, Chinese tech companies are expected to showcase multiple new AI products. Li urged countries to facilitate the movement of data across borders, encourage free trade of equipment, and ensure connectivity of infrastructure. He also stressed that the risks associated with rapidly developing AI technology require international attention and called for the establishment of global AI regulation and technical standards.

“No country can be an exception,” Li declared. His plea for cooperation and regulation reflects the need to address the challenges and potential risks that AI poses on a global scale. It highlights the importance of collaborating and setting standards to ensure the responsible and ethical development and use of AI technologies.

Li’s speech at the World AI Conference serves as a call to action for countries to move past competition and embrace the opportunities that AI brings through collaboration and international cooperation. As the AI landscape continues to evolve, it is imperative for nations to work together to address the ever-growing complexities and challenges associated with this transformative technology.
