In a recent memo, Leonel Garciga, the Army’s chief information officer, not only encourages the use of generative AI tools but also recognizes the unique and exciting opportunities they present for the service as a whole. However, he also emphasizes the importance of commanders being aware of how their troops are employing these tools, ensuring that they adhere to unclassified information and avoid any potential security risks.

Generative AI, once confined to the realm of science fiction, has become widely accessible to the public since 2021 when programs capable of generating pictures from text prompts were introduced. Since then, the capabilities of generative AI have continued to advance, with programs like ChatGPT emerging, capable of producing not only pictures but also writings and videos based on commands or requests.

The Defense Department recognizes the immense potential of AI technologies, considering them critical for future conflicts. However, the military has struggled with the question of how much troops should rely on commercial AI tools like Google Gemini, Dall-E, and ChatGPT. While the Army appears to be at the forefront of adopting this technology, other branches like the Space Force and Navy have expressed caution or even barred the use of these tools due to security concerns.

Jacquelyn Schneider, a fellow at the Hoover Institution specializing in technology and national security, remarked on the Army’s proactive adoption of generative AI, stating, “The Army seems ahead in adopting this technology.” She points out that generative AI could prove invaluable for wargaming and planning complex missions. In fact, AI is already being used on the battlefield in Ukraine, signifying the growing significance of autonomous weapons.

Cybersecurity risks associated with AI in the military arise from the data input by troops, which teaches the tools and becomes part of the AI’s lexicon. However, for the rank and file, the use of AI tools would primarily involve mundane administrative tasks like writing emails, memos, and evaluations. The nonclassified nature of much of this information reduces the potential security threat it poses. Schneider humorously notes, “For something like performance evaluations, they probably don’t have a lot of strategic use for an adversary; we may actually seem more capable than we are.” She highlights how evaluations can enhance a service member’s record with inflated metrics.

Despite the Army’s proactive stance, other branches have expressed reservations. The Space Force, for instance, suspended the use of AI tools in September, citing the need for further evaluation of security risks. Meanwhile, Jane Rathbun, the Navy’s chief information officer, stressed the “inherent security vulnerabilities” of generative AI and advocated for a cautious approach.

Currently, there is a division within the Pentagon and military services regarding the use of generative AI. On one hand, the cybersecurity risks are acknowledged, while on the other, the widespread adoption of AI tools by the public makes their integration inevitable. Last year, the Pentagon established Task Force Lima to explore the use of generative AI within the military and assess its risks. “As we navigate the transformative power of generative AI, our focus remains steadfast on ensuring national security, minimizing risks, and responsibly integrating these technologies,” Deputy Secretary of Defense Kathleen Hicks stated when announcing the task force.

The Army still faces the challenge of developing clear policies and guardrails for AI use, a process that might take years and follow the guidance of the Pentagon’s AI task force. Given AI’s continuous evolution, determining the limits and identifying missions that are deemed too risky for generative AI remains an ongoing challenge. Jacquelyn Schneider aptly stated, “It would be interesting to see what the limits are…Where do they think the line is?”

Furthermore, the Army has already implemented AI to generate press releases that effectively communicate its operations to the public through journalists. However, this raises ethical concerns in news outlets, prompting debates on whether communications from AI are acceptable and who should be held responsible for any lies or falsehoods generated.

The incorporation of generative AI into administrative tasks within the US Army represents a significant leap forward in military operations and efficiency. Despite concerns about security risks, the Army’s adoption of these technologies is a testament to their potential for enhancing military capabilities. As AI continues to evolve, the Army and other branches must strike a balance between harnessing its power and mitigating potential risks.
