Historic Agreement: Presidents Biden and Xi Prioritize Human Control of Nuclear Weapons

It was a historic moment when President Biden and Chinese President Xi Jinping came together to agree that the decision to use nuclear weapons must remain under human control, rather than relying on artificial intelligence. This marks the first time that China has made such a statement, signifying a significant step towards stability in the face of nuclear power.

With Biden’s term coming to an end, the agreement holds great importance. “This is an important first step for the United States and China to address a long-term strategic risk,” stated Jake Sullivan, Biden’s national security adviser. The aim was for Biden to emphasize the importance of stability in the bilateral relationship during the transition of power. He sought to solidify the gains made with Xi on crucial issues like counternarcotics and climate change.

Xi echoed Biden’s sentiments, expressing China’s willingness to collaborate with the incoming Trump administration. “China is ready to work with the new U.S. administration to maintain communication, expand cooperation, and manage differences,” Xi affirmed. At the same time, he reaffirmed China’s position on safeguarding its sovereignty, security, and development interests.

During their 90-minute meeting at the Asia-Pacific Economic Cooperation summit in Lima, both leaders acknowledged the profound significance of their bilateral relationship. “How we get along together is going to impact the rest of the world,” Biden acknowledged. Xi, however, did not shy away from discussing areas of contention. He criticized the Biden administration’s export controls on sensitive technology, particularly advanced semiconductor manufacturing tools, military systems, hypersonic missiles, autonomous systems, and surveillance.

Xi stressed the importance of mutually beneficial cooperation for common development. In reference to the export control policy, he asserted, “‘Small yard, high fences’ is not what a major country should pursue.” Biden’s team is urging the incoming administration to continue these export controls, emphasizing the importance of protecting sensitive technology.

While there may be some continuity in the approach towards China within the incoming Trump administration, Biden expressed concerns about Chinese trade practices during the meeting. Furthermore, he urged Xi to use his influence over North Korea to prevent the country from sending more troops to fight for Russia against Ukraine.

In summary, the agreement between Presidents Biden and Xi to prioritize human control over nuclear weapons signals a significant step towards stability. This historic meeting solidified the importance of the bilateral relationship and emphasized the need for continued cooperation and management of differences. China’s willingness to collaborate with the incoming Trump administration adds to the potential for future collaboration. However, concerns over trade practices and regional conflicts were also addressed, showcasing the complexities within this crucial relationship.
